cannot uninstall kaspersky for upgrading

i'm using kis 2011 v11.0.1.232.
try to upgrade into version 11.1.0.400 but cannot remove older version, it says, "the system admin has set policies to prevent this installation".

i've exit the kaspersky program like in the instruction but still cannot get it done.

but i wonder what has cause this this problem?
