Problemes with Kasperskt and Internet explorer

Hello,I am walid from Algeria,i am really sorry fot disturbing you
I have problemes with kasperky internet securuty and anti virus, i can't activate the program and never can't update it and the program tell me that it can't connect to the sever
(Connexion au serveur impossible)
this is message in french because I have french program,another problem associated to this problem happen to me with internet explorer and I have seen that the two problemes happen together.
i have downloaded the latest version of kaspersky virus removel and I have made a manual desinfection and i have got the report avptool_sysinfo

1. Please, disable System Restore and antivirus (if you have).
2. Execute this script in AVPTool:

ClearQuarantine;
SetAVZGuardStatus(True);
 DelBHO('{02478D38-C3F9-4efb-9B51-7695ECA05670}');
 QuarantineFile('D:\WINDOWS\system32\WSCNTFY.EXE','');
 QuarantineFile('d:\windows\system32\flcss.exe','');
 TerminateProcessByName('d:\windows\system32\flcss.exe');
 DeleteFile('d:\windows\system32\flcss.exe');
BC_ImportDeletedList;
ExecuteSysClean;
ExecuteWizard('TSW', 3, 3, true);
BC_Activate;
RebootWindows(true);

3. After reboot execute this script in AVPTool:

 ExecuteRepair(13);
 CreateQurantineArchive('D:\quarantine.zip');
end.

4. Make a new log of AVPTool.

I followed your steps one by one but There is no significant result....
I have disablesd system restoration and kaspersky internet security 9.0.0.736 and I have exeucted the script in avp tool,the PC reboot automatically,then I have executed the second script but the Zip file which it's name quarantine is empty.
