Fake AV took over

here's the issue: a fake AV popped up on my computer, and it's not allowing me to restore my system, or even open task manager!
and aid would be GREATLY appreciated
I think it's a netsky virus, but Im not sure

disable system restore.
- Execute following script in Manual disinfection

 QuarantineFile('C:\Program Files\Registry Mighty\RegistryMighty.exe','');
 CreateQurantineArchive('C:\quarantine.zip');
end.

and upload the C:\quarantine.zip over the link Upload quarantined files on the top of this page.
