Kaspersky cannot open

I cannot open Kaspersky. It says to click on balloon because Kaspersky is turned off but I cannot open it. Tried to download several times, cannot. Cannot connect to internet oftentimes to check problems. Please help. Keeps telling me Kaspersky has encountered problem and needs to shut down...Asks if I want to Debug, Send error report, or Don't send. Any advice? A
