Help with virus removal

Attached is my Kaspersky Report. I can not remove the virus that is hijacking my computer. I can't go to any anti-virus websites. It puts code into all html documents I create.

Patch stand of your system is disastrous: Install Service Pack 3 and subsequent updates ASAP, install Internet Explorer 8.

I installed service pack 3.

I would perfer not to upgrade to exporer 8. I design websites and need to simulate them on Explorer 7, that being the more commonly used browser.
