IE not working, and nasty 'pretend' antivirus program

IE not working, and nasty 'pretend' antivirus program has taken over laptop. PLease help.

Close all programs.
Choose from the menu "File" => "Custom scripts", copy/paste code below and run it:

The computer will reboot.

Is the problem still present?

everything works fine. except for IE. it says cannot connect to internet. i have run the IE self diagnose application, but still not work.

other programs can access the internet!
