internet explorer does not work

my internet explorer can not connect to the internet >:( but mozilla fire fox can :? just i cant connect to secure websites :(. when i try to go into internet options it does not open and when i right click on internet explorer and choose properties it also does not open. i am not sure when it decided to go down but its been two weeks since mozilla has not been able to connect to secure sites i can go to yahoo.com but i cannot log in:O. i have tried reinstalling internet explorer 7 hoping it may fix a file or error but that has not worked i am assuming i may have to reinstall my operating system:>. would that be the course i would have to take. i tried to download drweb-cureit to run first but it must be on a secure site it gave me this error [quote]425 Failed to establish connection.[/quote] normally the error i get is timed out can't connect to server but its only on secure website i have talked with my isp they dont block any websites so i have no clue what else i can do but maybe take my cpu in the shop or just save all i can and reinstall.

After start windows in SafeMode and delete 2 folders marked by [color=red]red[/color]

with all contents.

Reboot and try use IE.
