Most of the thing are access denied !

Hey,
In my PC, I run window server 2003. Everything are fine but the following items cannot be open.

"I'm run them from start menu run box",

1.secpol.msc
2.gpedit.msc
3.devmgmt.msc
4.compmgmt.msc
5.dfrg.msc
and many other that end in ".msc"

all are in reason of access denied.

"I can access when i run them menually"

I'm the administrator and i can do everything except these things.
