Very annoying thing on my desktop

I've attached images to show what happen on my desktop together with the log file.

Please see the attached images (V.png,V1.png,V3.png). the images show the thing I think it is virus.

Also the the thing pops up and declare itself as removal tool but I don't think it is. It is very annoying. I cannot get rid of it no matter what ways I tried.

- Antivirus and and, if you have - Firewall.
- System Restore

After reboot:
- Clean Temp-Maps, Cache of Browsers, Recycler. Use Windows service tool cleanmgr or CCleaner or ClearProg
- Close all the programs and start only Internet Explorer!!!
- Repeat 3 log files in accordance with the rules.
- Switch Antivirus and, if you have - Firewall, on.
- Go On-Line
- Upload the quarantine over the link Upload quarantined files on the top of this page.
- Attach 3 logs to your new post..
